 For the past decade,
health care professionals
have been forced to modify
the manner in which they deliver care in response to challenges
created by an overactive
legislative environment and insurance
companies focusing on utilization control and their "bottom line".
In taking a more proactive response, independent practicing dentists
throughout Central and Northern California joined together to create
not-for-profit networks owned and operated by the member dentists as
an alternative to the infamous HMOs - or in the dental world - DMOs
(Dental Maintenance Organizations). These non-profit corporations were
originally known as Independent Practice Associations (IPAs). In October
1999 each IPA Board voted to change their name to PPA.
